NON-PROLIFERATION OF WEAPONS
Commitment: "We call upon all States to spare no effort in securing a global ban on the scourge represented
by the proliferation and the indiscriminate use of anti-personnel landmines and welcome the moratoria and
ban already adopted by a number of countries on the production, use and export of these weapons,
unilateral
reductions in stockpiles as well as initiatives to address this urgent problem"

Assessment
- as part of its 7-Point Action Program on Anti-Personnel Mines announced by Foreign Minister Klaus
Kinkel on 18 July, 1996, Germany affirmed the Bundeswehr ban on such mines from its arsenal, with the
government's ultimate objective being the universal prohibition of the export, production, use and export of
such weapons
- on February 5, 1997, Klaus Kinkel announced Germany's ratification of the Anti-Personnel Mine
Protocol, thereby officially banning the production of such weapons in the Federal Republic
- during 1996/97, the German government allocated DM 13 million towards the removal of anti-
personnel mines
- Kinkel also announced on 11 December 1996 the contribution of an additional $US 1.2 Million to the
UN Trust Fund for Human Mine Clearance.

1) the universal elimination and prohibition of anti-personnel mines
2) financial assistance in the dismantlement of existing mines as well as increased efforts aimed at educating
mine clearing personnel in countries with active mines
3) technical support efforts by the Bundeswehr on mine clearing
4) participation by NATO in the fight against the international mine problem
5) the prompt ratification of the 1980 International Mine Protocol
6) international monetary contributions towards the elimination of the mine problem, including global
criteria
for financial and technical teamwork
7) support for international initiatives for the fight against the mine problem, as well as increased efforts to
incorporate this issue as a fundamental dimension of global peace
